Flash flood emergencies were declared in Wichita and El Dorado, Kansas after a month’s worth of rain fell on Tuesday alone. The heavy rain flooded roads and submerged cars, breaking Wichita’s June 3 rainfall record set in 1932, according to the National Weather Service.
