Phil Mattingly and the "Inside Politics" panel discuss the North Carolina Senate race between former Gov. Roy Cooper and former RNC Chair Michael Whatley. Though President Trump won the state three times, Kristen Holmes says many Republicans have "written off this race" given Cooper's popularity and name ID. If the president invests money in the race, "that is going to be the greatest indication that they believe they can move the needle," she says.
