Immigration and Customs Enforcement agents were directed to halt most traffic stops after an ICE officer fatally shot a man in Biddeford, Maine, on Monday.

The major reversal in tactics also came days after a federal agent fatally shot a Mexican immigrant during a traffic stop in Houston.

On Wednesday, however, President Donald Trump ordered that the pause be overturned.

The man killed in Maine was Joan Sebastian Durán Guerrero, a 25-year-old food delivery driver from Colombia. He was authorized to work in the United States and was issued a Social Security number, the Maine Immigrants’ Rights Coalition said.

The Department of Homeland Security, in its first official statement nearly 12 hours after the shooting, said the ICE officer, “fearing for public safety,” fired his weapon as Durán Guerrero “attempted to flee the scene” in a vehicle. He was not the target of the enforcement operation.

Lorenzo Salgado Araujo, 52, was the Mexican immigrant who was fatally shot in Houston. Like Durán Guerrero, Salgado Araujo was also not the target of the ICE operation that resulted in his death.

Both men’s killings have sparked protests and renewed outcry over the Trump administration’s aggressive tactics in the immigration crackdown.
