In the 30 years since the end of the Cold War, the German military, known as the Bundeswehr, has been under-funded and shrinking. Now, likely incoming Chancellor Friedrich Merz plans to super-charge it. He has vowed “a paradigm shift” in Germany’s defensive capabilities. But it has a long way to go as CNN's Seb Shukla explains.
