• A dizzying lineup of legal disputes is unfolding today in President Donald Trump’s push to deploy US troops to Democratic-led cities.
• While Trump leans on a new federal appeals court ruling backing his deployment of the National Guard to Portland, Oregon, he’s urging the US Supreme Court to allow a similar effort in Chicago. The latter case is one of the most significant emergency requests to reach the high court lately and almost certain to spill over as litigation plays out elsewhere, including Memphis.
• Immigration raids, meanwhile, keep flaring up across the country. In New York, bystanders stepped in Tuesday during a raid along Manhattan’s Canal Street, while in Los Angeles, a US marshal and a TikTok streamer who is undocumented were hurt in a shooting at an ICE stop.

Illinois state Rep. Hoan Huynh says he was stopped by Immigration and Customs Enforcement agents at gunpoint while he was patrolling the community on Tuesday.
“Today I was stopped by ICE at gunpoint,” Huynh wrote on X.
“They tried to bash in our car’s windows while we were doing ICE patrol in the community. We might fight back against this regime that has no place in America,” Huynh added.
The Democratic lawmaker shared a video of the incident to X where he can be seen on the passenger seat as agents approach the driver’s window.
“I’m State Representative Hoan Huynh,” he said multiple times in the video. At one point, an agent appears to take a photo of the vehicle and the driver of the vehicle through the front window.
Huynh and the driver explained in the video they were following an ICE vehicle as another one appeared to follow them behind. The video doesn’t show what happened when they were initially stopped, and later they are heard talking about seeing a weapon.
CNN asked Department of Homeland Security Assistant Secretary Tricia McLaughlin about Huynh’s claim that he was held at gunpoint, but she did not immediately comment on that allegation.
In a statement McLaughlin said Huynh was stopped twice “for stalking law enforcement and attempting to interfere with operations.”
“He was given a warning the first time he was stopped, and he ignored that warning, forcing agents to get out of their car a second time to assess if he was a threat. This behavior is unbecoming of a public servant and is just another example of sanctuary politicians putting our officers at risk,” McLaughlin said.
The video was taken while Huynh and the driver were in an area about seven miles north of downtown Chicago.
DHS says 9 arrested in chaotic ICE raid in NYC's Chinatown

ICE agents arrested street vendors in New York's Chinatown.
The Department of Homeland Security said Wednesday that nine people in the country illegally were arrested during a chaotic ICE raid on Chinatown’s Canal Street in Manhattan Tuesday. The popular and highly trafficked area is well-known for its street vendors who sell counterfeit designer goods.
In a social media post, DHS said those arrested had “violent rap sheets” including “robbery, burglary, domestic violence, assaulting law enforcement, counterfeiting, drug trafficking, drug possession and forgery.”
The nine men arrested were originally from Mali, Senegal, Guinea and Mauritania, according to DHS.
In video obtained by CNN, people could be seen protesting the arrest of the street vendors, and trying to intervene by stopping traffic.
Many of the ICE officers were masked and armed, video shows.
The NYPD posted on X that it was not not involved in the operation
City and state leaders have condemned the operation, including New York Gov. Kathy Hochul, who said, “You don’t make New York safer by attacking New Yorkers.”
Former Chicago mayor says deploying National Guard would be "dumber than dumb"
As President Trump’s plan to deploy members of the National Guard to Chicago remains hung up in court challenges, a former mayor of the city says having military troops on city streets would not help law enforcement.
Although guardsmen are primarily slated to provide security for an Immigration and Customs Enforcement facility in suburban Chicago that has been the site of regular protests, President Trump has cited crime in Chicago more broadly as a reason for deployment, calling the city a “hellhole” last month.
Military intervention – even if constitutional – would be an ineffective stopgap, Emanuel said.
ACLU urges ICE to release pregnant, postpartum and nursing immigrants from detention
The American Civil Liberties Union Wednesday called on Immigration and Customs Enforcement to release detainees who are pregnant, postpartum or nursing.
The nonprofit and its partner organizations said they have met with more than 12 women held in ICE processing centers in Basile, Louisiana, and Lumpkin, Georgia, including some of whom were pregnant, or who had recent miscarriages while in detention.
In a letter to ICE Acting Director Todd Lyons and other agency officials, the ACLU described what the woman said they have experienced.
“These women reported gravely troubling experiences of shackling, use of restraints, and solitary confinement; delayed and substandard prenatal care; denial of prenatal vitamins; inadequate food and water; medical care provided without informed consent; lack of interpretation and translation in medical encounters; and medical neglect leading to dangerous infection after miscarriage,” the letter said.
“Our interviews indicate that ICE has issued detainers, arrested, and taken pregnant individuals into custody, even after they have informed officers of their pregnancy, in violation of agency guidance,” the ACLU and other organizations said.
For context: A 2021 ICE policy states “individuals known to be pregnant, postpartum or nursing” should not be detained, arrested or taken into custody for violating immigration laws, except in “exceptional circumstances.”
CNN has reached out to ICE and the Department of Homeland Security for comment about the ACLU’s letter.
In August, DHS responded to allegations about the treatment of pregnant women in immigration detention, saying they “receive regular prenatal visits, mental health services, nutritional support, and accommodations aligned with community standards of care.”
Lawmakers call for release of Illinois father detained by ICE as teen daughter battles cancer

Lawmakers called for the release of a Chicago father who was detained by ICE at a Home Depot in the area over the weekend, while working to support his family – including 16-year-old daughter Ofelia who is fighting Stage 4 cancer, according to US Rep. Mike Quigley and the family’s attorney.
Ruben Torres Maldonado’s partner shared that she now has to care for the couple’s 4-year-old son as well as act as the main caretaker for Ofelia, which includes draining her abdomen to relieve fluid at least twice a day.
“Ruben is a strong, loving father, a family man, a hard-working, tax-paying Chicagoan with nothing worse on his record than a traffic ticket, and they broke into his car and they snatched him away from his daughter, who is fighting cancer,” State Rep. Will Guzzardi said. “We are going to do everything in our power to fight back.”
DHS Assistant Secretary Tricia McLaughlin said Torres Maldonado has “a criminal history of habitual driving offenses and has been charged multiple times with driving without insurance, driving without a valid license, and speeding.”
“During his arrest he did not comply with instructions from the officers and attempted to flee in his vehicle and backed into a government vehicle. He will remain in ICE custody pending removal,” she said in a statement.
Torres Maldonado has a hearing tomorrow where he will seek an order to be released by ICE on his own recognizance or to be provided with a bond hearing before an immigration judge, family attorney Kalman Resnick said.
Acting ICE director says New York will see an increase in ICE arrests
Acting ICE Director Todd Lyons, speaking with FOX news today, said the public will see “an increase in ICE arrests,” in New York City, “because there are so many criminal illegal aliens that have been released in New York.”
The arrests, including those of street vendors on Canal Street yesterday, are intelligence driven and “not random,” Lyons said.
“You will see us making those criminal arrests to make New York safe again,” he added.
Federal judge lays out options in Chicago National Guard hearing
US District Judge April Perry told the plaintiffs and defendants there are “three options” at today’s hearing over deploying the National Guard to Chicago.
Those options are: converting the temporary restraining order to a more permanent preliminary injunction; a hearing on the preliminary injunction; or a full trial on the issue “on merit,” Perry said.
Perry gave all sides until 3 p.m. CT to talk among themselves to figure out what the best option is.
The hearing will resume today at 3 p.m. CT.
HAPPENING NOW: Federal judge hears arguments for extending order blocking National Guard from Chicago
US District Court Judge April Perry is holding a hearing on whether to extend an order blocking the deployment of National Guard troops to Chicago.
Perry temporarily blocked the deployment in Illinois earlier this month.
Her decision could be moot depending on the Supreme Court, which the Trump administration has asked to intervene and allow Guard troops to be deployed.
The Supreme Court could rule quickly, possibly within days.

California governor deploys National Guard to food banks amid federal government shutdown
California Gov. Gavin Newsom will deploy the California National Guard under his command on a “humanitarian mission” to support food banks amid food benefits delays during the federal government shutdown, his office announced on Wednesday.
“The California National Guard will not be acting as law enforcement,” the governor’s office pointedly noted.
The 9th US Circuit Court of Appeals in Pasadena is set to hear arguments Wednesday morning related to President Trump’s own deployment of National Guard troops to Los Angeles.
“Millions of Americans rely on food benefits to feed their families, and while Republicans in Washington drag their feet, California is stepping up once again to fill in the gaps. I’m expediting state funds for food banks and directing the California National Guard and California Volunteers to help distribute this food to families,” Newsom said.

Officials to provide update on lawsuit to block National Guard’s deployment to Memphis
Officials will provide an update Wednesday afternoon on the lawsuit to block the Tennessee National Guard’s deployment to Memphis.
Shelby County Mayor Lee Harris will address the latest developments in the lawsuit filed last week against the governor and the state’s attorney general for allowing the deployment of the Tennessee National Guard to Memphis at the direction of Trump.
“Governor (Bill) Lee’s deployment violates both the Tennessee Constitution and state statutes, which allow the Guard to be called up only in the event of a rebellion or invasion — and only when the General Assembly declares that public safety requires it,” a statement published by the National Immigration Law Center reads.
“No such conditions exist in Memphis today.”
Lee’s office responded Monday to the lawsuit, saying the governor has the authority to deploy the state’s guard troops under Tennessee law, CNN affiliate WATN reported.
On Monday, a judge in Tennessee district court denied Harris’ and other plaintiffs’ request to temporarily prevent the National Guard deployment before the hearing, according to CNN affiliate WMC, but set a hearing for November 3 in Nashville.
Federal troops were seen in Memphis for the first time on October 10, The Associated Press reported, including soldiers accompanied by Memphis police officers patrolling at the Pyramid, a landmark in the city.
The deployment comes as the city has grappled with violent crime, including persistently high rates of homicides and carjackings, in recent years. Even so, both Democratic and Republican officials have pointed to declines in some crime categories this year.
Appellate panel to weigh California deployment ruling
A panel of three judges with the 9th US Circuit Court of Appeals in Pasadena, California, made up of two Trump appointees and one Biden appointee, is set to hear arguments Wednesday morning related to President Trump’s deployment of National Guard troops to Los Angeles.
In June, US District Judge Charles Breyer, a Clinton appointee, handed California Gov. Newsom an early victory in the case when he ordered control of National Guard troops back to the state of California.
Breyer found that the Guard deployment was illegal, and both violated the 10th Amendment, which defines power between federal and state governments, and exceeded Trump’s statutory authority, The Associated Press reported.
But in an emergency ruling, an appeals court panel allowed the troops to remain in federal hands while the lawsuit unfolds. Today the appeals court will weigh whether to vacate Judge Breyer’s June order.
Judge will decide whether to extend order blocking Guard deployment in Chicago as SCOTUS decision looms

Attorneys for the city of Chicago will speak to a federal judge this morning, urging her to extend the temporary restraining order that prevents National Guard troops from being deployed in Chicago.
The Trump administration opposes an extension which would keep guardsmen from Illinois and Texas from patrolling the streets of the Windy City.
Judge April Perry – a Biden appointee – blocked the deployment two weeks ago, just as Texas guardsmen arrived at the ICE facility in the Chicago suburb of Broadview that has been the focal point of protests.
Today’s telephone hearing comes as the US Supreme Court is reviewing the administration’s request to undo Perry’s temporary restraining order. A panel of the 7th Circuit Court of Appeals mostly upheld Perry’s decision, but the federal government filed an emergency appeal to the high court. The Supreme Court has not given a deadline for making its decision.
Trump says he feels empowered to send National Guard to cities after appeals court green light
Speaking from the White House yesterday, President Trump said he feels empowered to send the National Guard into any city he sees fit, on the heels of a ruling by an appeals court that endorsed his deployment into Portland, Oregon.
“That was the decision. I can send the National Guard if I see problems,” Trump told reporters after a Diwali event in the Oval Office.
Trump called the ruling a “very strong opinion that we have the right to use the National Guard,” and one that he could apply to other cities moving forward.
The Trump administration is urging the Supreme Court to allow a similar move to Portland to be carried out in Chicago. The justices are reviewing whether lower federal courts were correct to block Trump from deploying hundreds of National Guard members to an Immigration and Customs Enforcement facility in the city’s suburbs.
