Civil rights complaint filed after trooper punches 18-year-old
An Arkansas trooper punched an 18-year-old woman during a traffic stop, prompting the woman to file a federal civil rights complaint claiming excessive force, violation of free speech and battery, among other accusations. Arkansas State Police say they are conducting an internal review into the use of force but have not placed the trooper on administrative leave.
