3. Osaka, Japan: Osaka has climbed six positions to third place due to improved scores for quality and public transportation as well as a consistent decline in crime rates.

2. Melbourne, Australia: After seven years on top, Melbourne has dropped to second place, with the highest-performing city beating it out by just 0.7%.
