A tornado in Taiwan?

A tornado touched down outside of Taipei, leaving local meteorologists puzzled by the rare weather event. Taiwanese experts say they are investigating the funnel cloud that occurred during Typhoon Dolphin, but the cloud in the video matches the definition of a tornado. CNN’s Will Ripley reports.
