There is still widespread anger in South Korea over the terms of a 2015 deal between Seoul and Tokyo. Protesters say Japan did not go far enough in admitting government culpability for the "comfort women" program, which affected women and girls from Korea, China, Taiwan and Indonesia.

As part of the deal, Japan apologized and agreed to pay 1 billion yen ($8.7 million) to a fund to help victims of WWII sexual slavery.
